Keep the speed-up play suggestions coming!

I am a member of both Airdrie Golf Club & West Kilbride Golf Club and both have similar problems (to the North-east Allance) with regards to slow play.
I would suggest the following could help:
A) Officials have the players on the tee at the correct time. (If the player has not signed in at least 10min before there tee off time they should be disqualified).
B) Have the tee times staggered to an appropriate time interval, for the amount of players per game.
C) Have Rules classes for new and old members. The more rules we know, the quicker we can move on.
D) The best rule - If you are in doubt, hit another ball !!!!
